Even quantities that would be legal in Germany can lead to arrest under British law. A German cannabis social club membership carries zero legal weight here. CBD Products: What Is Permitted CBD (cannabidiol) is legal in the UK provided the THC content does not exceed 0.2 per cent. The UK market for CBD has expanded substantially: oils, capsules, gummies, topicals and teas are available in specialist shops, high-street pharmacies and supermarkets. Regulation sits with the Food Standards Agency (FSA), which treats CBD products as novel foods. For visitors wishing to take UK CBD products back to continental Europe, the German THC threshold of 0.3 per cent is slightly more permissive — retain receipts and certificates of analysis from reputable suppliers. Government Policy: What Is and Is Not on the Table As of 2026, no major British political party is proposing the recreational legalisation of cannabis. While Germany took a significant step with its Cannabis Act (CanG), the United Kingdom remains on a restrictive trajectory. The reform most likely to occur would be some form of decriminalisation for personal possession — but even that remains politically contested. Notably, despite this restrictive domestic policy, Britain is the world's largest exporter of medicinal cannabis, with licensed facilities operated by GW Pharmaceuticals (Jazz Pharmaceuticals) exporting primarily to North America.
