Germany partially legalised cannabis in April 2024, prompting many UK travellers to ask: can I now legally buy cannabis when visiting Germany? The short answer is no — but the full picture is worth understanding before you travel.

What Tourists Are and Are Not Permitted to Do

Germany's Cannabis Act applies to all persons on German soil, regardless of nationality. Tourists are therefore subject to the same rules as residents — but without access to the legal purchasing routes available to residents.

  • Permitted: Possessing up to 25 grams in public
  • Permitted: Consuming in parks and open spaces (outside restricted zones)
  • Prohibited: Purchasing cannabis (no legal channel exists for tourists)
  • Prohibited: Joining Cannabis Social Clubs (German address required)
  • Prohibited: Consuming within 100 metres of schools, nurseries or playgrounds, or in pedestrian zones during daytime hours

Cannabis Social Clubs: No Access for Tourists

A widespread misconception among visitors is that Cannabis Social Clubs operate like Amsterdam's coffeeshops. They do not. CSCs are closed, non-commercial associations for persons with a registered German address. Tourists cannot become members and cannot purchase cannabis through them.

This is a fundamental difference from the Netherlands, where coffeeshops in most cities remain open to all adult visitors.

Border Crossing Rules

  • Entering Germany: Importing cannabis from abroad is illegal — even if legally obtained in the country of origin. Customs and federal police conduct active checks.
  • Leaving Germany: Exporting cannabis from Germany is prohibited — even if the destination country tolerates it.
  • Air travel within Germany: Technically permitted up to 25g, but airport security operates under federal police jurisdiction — in practice, carrying cannabis at airports carries significant risk.
  • Schengen travel: Transporting cannabis across any Schengen border remains illegal, regardless of the quantities involved.

UK Travellers: What to Expect Realistically

Germany is not a cannabis tourism destination in the manner of Amsterdam or Barcelona. UK visitors who wish to legally purchase and consume cannabis will find no legal route in Germany. The law has liberalised conditions for German residents — but not for tourists.

There is political discussion about introducing regulated retail outlets in a future phase of the CanG, but as of May 2026 this has not been implemented.

Medical Cannabis Patients Travelling to Germany

UK patients carrying prescribed medical cannabis into Germany must first obtain a permit from the Federal Institute for Drugs and Medical Devices (BfArM). Without prior authorisation, importation is illegal — regardless of how valid the prescription is. Allow at least 4–6 weeks for the application process.
